Help diagnose my bad idle

Ok guys, Rather then ripping the car apart blindy replacing parts on this one im taking things slowly to get this fixed correctly.

I recently had to swap motors (strait swap, no changes for the most part). Whenever I start the car the idle stays very very low (around 100), keep in mind its winter in NJ so its quite cold out, sometimes it will even die if i dont give it gas the first few seconds. This intially made me think its my IACV.

However, since i have been driving the car alot more latly, I noticed even when the car does finnaly idle correctly (apx 700rpm) turning on the headlights would drop the idle down to around 500rpm and not come back up. The A/C has a similar affect (in fact it practicly makes the car stall at idle).

Also, it may not be related but the car idled 20 min and the radiator fans did not once come on. (They work becuase when the AC is turned on the immediatly come on)

I want to test the voltage of the battery and what not, but I think my voltmeter is broke. Actually I think i fried it from not knowing how to use it properly. Never was good with electrical stuff.

Any help, or suggestions on this would be greatly appreciated.
