i am seeing this the same way as you

 

He could mean that he still has key in Acc. position, in which case even if the car is not running, blower will still turn. Not sure though, definatley needs more description if any help is possible.

 

ok your heat works with a heater core (I believe) meaning that it takes heat from your engine (coolant fluid I believe...that's another tip...car every getting to hot run the heater full blast windows down if it's hot and it'll help the radiator a bit

) and uses that to heat the air...you turn the engine off it stops circulating heated coolant...the heater core will quickly cool off since it doesn't have new heated coolant coming to it...that's why the air cools of the motor should still blow air but it'll cool off very fast
