You'll need to remove the headlight assembly, bulbs, etc. Bake the headlights in the oven at a low temp (which loosens up the existing sealent), remove the lens, and then reseal. Here's a generic YouTube video that explains the process:

A heat gun "could" work. The problem with using a heat gun is that, as you go around the perimeter of the housing, the portion that you just heated starts to cool. When you go to start prying the lens away from the housing, the adhesive could still be "stuck", possibly causing the lens to crack as you pry. Additionally, you risk melting the plastic if you get the heat gun too close. An oven will loosen the adhesive in a more even manner, all around the housing.
