This is really related to gen1 (1987 integra, 5 Dr Auto) but hope you guys can help me.

TO measure timing, do you have to disconnect two small tubes that connects to a small device apparently acts as a "stabilizer"?

And should the measurement be 12 degrees and not zero?

It wouldn't make sense to detach it though... if you are adjusting timing, you'd be adjusting idle timing, and that vacuum spark advance should only kick in when you step on the gas, other than that it should do what it also supposed to do at idle as well.
You are correct - I checked with a M/c who did the timing on my car
It is written on the hood as well on the books

There are cars, you need to remove those horses.
