does anyone know which manufacturers or dealers will revalve shocks to match spring rates or whatever. i went to a bunch of sites and didn't find anything at bilstien, kyb, or tokico so... How much does it cost? is it worth the money? it would be cool if i could send in some cheap KYBs or OEMs and match them accurately to some H&R springs.

I don't believe any of the above are re-buildable.
Check out Koni and do a search.

might be cheaper just to buy new ones that match your spring rate. idk tho just sounds labor intensive to rip each one down and re valve it with new seals and all.

that makes sence. Are there any damper manufacturers that do that for a reasonable price?
