you could probably pick up 10-15 whp with a properly sized i/h/c/e setup. drivers being equal, you won't be able to keep up with a gs-r. considering an se already gives up about 30 hp to begin with, and the gearing is taller, you won't be able to keep up with a gs-r.

assuming 15% drivetrain loss,

gs-r: 145 whp
se w/ i/h/c/e: 120 whp + 15 whp = 135 whp

there is only 10 whp difference. but again, i believe the taller gearing is going to be what really hurts you.

You should know peak HP is not the end all of performance dragon ;)

I have seen B18B integras run 15.5 and lower 1/4 miles with bolton's. Thats with in the GSRs range.

That doesn't mean that all will, but you would probably be able to hang with one depending on your driving ability.

only one way to tell.......head out to your local dragstrip and find out first hand.

It should be a close race though.
