So I'm basically having this issue where I turn the key over and my check engine light stays on the fuel pump is not priming I have changed the fuel pump I have change the main relay. Once I turn the key over my check engine light stays on it could be 10 minutes five minutes or 20 minutes, where eventually the fuel pump you'll hear it priming the check engine light turns off then the car turns over and starts

That seems like a wiring or ecu problem. I would check all wiring under the dash going to the main relay and to the fuel pump for excessive resistance. Also wiring going to ecu. So set your multimeter to ohms. If you don't find anything out of the ordinary, I would try using another known good ecu.

If the issue turns out to be ecu related, you could pop the cover and see if there are any bad caps or other surface mounted components that look swole or any burn marks on the board. Then replace. Or have somebody else do it if you are not great at soldering.
