Check the plug compared to the other cylinders. It could be a leaky injector or something effecting the heat range of the plug like carbon buildup or cracked porcelain, plug gap being off. Hopefully it's something simple like that. There's a lot of things that can effect one cylinder though. Might have to do a compression check.

I would try swapping the plugs of the suspect & another cylinder to see if the problem follows the plug or not -- worth the couple minutes it takes to try it at least.

Are Integras notably weak on cylinder 3?
I have a 99 GSR, 177k miles with headaches on cyl 3.
Burned valve to begin with, now plug fouls on cyl 3 after about 4k miles

It's an intake valve that burned.
Im afraid the plug fouling comes from a bad wiper ring.....?
I've been told Hondas have poor wiper rings and oil consumption is normal after about 150k miles.
Uses abt 3/4-1 qt per 1000 miles
But why are all issues on cylinder 3.
All other cylinders look like they should....nice even burn on plugs.

Cylinder 3 runs the hottest and is the most likely to have issues.
