sometimes when i turn my ignition key slowly to turn over the car I hear a buzzing noise coming from the left side of my dash. underneathe where around where my fuse box is. anyone know what this is? is it normal?

I always hear a loud buzz coming from under my hood on the passenger side just after starting my car. It's weird, when the car's colder, the buzz lasts longer. I'm thinking it's my ABS modulator, but I'm really not sure.
