I just bought a 92 GSR with a B18A1 and a 95 GSR head. I really don't know much about cars but am trying to learn. The car idles around 2400 and I know this is way too high. I found out the car has an ls ecu in it so I bought a new one from xenocron. I am wondering if I should go ahead and try to fix the problem before I put in the new ecu or if the ecu will fix that. Also the car runs very rich (I got about 130 miles to a full tank) will the new ecu fix that?

It smost likely a series of things. Just getting a new ecu will not fix all or maybe not even any problem at all. You will need a tune of the car to get it running right. Both in closed and open loop operation to get good mileage and power outputs.
