"Cranking" is the same as "Turning Over".

Have you checked the starter? Have someone turn the key to start while tapping it with a hammer.

Yep, they're the same. In fact, when you're looking at anything aftermarket/performance, they'll say "B-Series Oil Pan", and nothing specific to VTEC or non-VTEC.
