I had the same thing on my Integra, I just bought a brand new OEM lens... so clean can't even really tell it's there.

As it has already been mentioned, this is likely armor all (or some other dash protectant) that got on the cluster. That stuff is bad news on clear plastics like that. There are a lot of interior detailers that are totally safe to use to clean and give a little bit of protection, but when it comes to applying a protectant I like to just spray it on a towel and wipe things down. That way the overspray doesn't get all over everything.
