PS/SUSPENSION HELP!!! -15 weather

i have a 1995 acura inetgra ls, its -15 where im located , just a couple days ago i noticed my drives side right tire was screeching and whining really really loud , i topped up my ps fluid, it got a tiny bit better but its still there. I took a look under the car and the boot covering my rack is ripped and theirs an oil like substance all over it. Im an auto body tech so this isn't exactly something i know too much about (self taught mechanic) im just looking for some other opinions seeing as i cant pin point the problem .. Is my ps gone?

It sounds like a seal broke in the rack and pinion 😞 no good

Does all the fluid you put in the PS leak out ?
