No crank

So bad news.....my car wont crank. It is a 1993 acura integra with the b18a1 and ys1 manual transmission. I tested my starter itself and it works outside the car. I got my battery tested and it passed aswell. I checked my starter power and it shows 12.02. The ground shows less than .05 ohms from the starter solenoid ground to chassis ground. The valve cover ground also shows less than .05 ohms. So I checked the starter signal fuse and it shows .40 volts even when I turn the key to start. I'll reinstall the starter tomorrow morning and test it all again. Any ideas here as to what it can be? It also makes the starter relay in the dash click.

I found the problem. It was a combo of 3 loose wires. The small wire that attaches to the starter, the starter signal wire under the dash, and the wire on the top of the engine going from the valve cover to the core support. I'm starting to really hate my car for its electrical problems.
