Need to turn a 90 ls gem into a DD

I found a GEM of an integra, it's a 1990 ls 5 speed. I need to get it to DD status. Don't run, guy says it's the fuel pump? It's been sitting for two years so no idea if it's the pump or not, could've thrown a rod out the bottom and I'd never know since it's on 4 flats along with aftermarket springs. So it's 2" off the ground and I'll have to drop the tank, the biggest issue I could find without cranking and doing a compression test is, it supposedly has a stage 3 clutch, clutch felt fine, but it doesn't seem like the shifter goes into gear, it feels almost springy like it sits and won't slide into any of the 6 positions? Cable maybe from sitting? Never drove an integra, always wanted one, and I need to see if I can daily this thing for a grand. He wants 600 I offered 400 and we will see, nobody else has come to look at it. I'm not a ricer or anything, but I do love Honda's due to them having an attitude like mine, love the cars, and i can restomod with the best, but I need a daily too. I will attach pictures, like I said she is beautiful.

150,000 miles nearly exactly so motor must be "ok" unless it ran out of oil or had a turbo strapped to the TB. Which it looks stock short a set of spoon sport headers under the hood. Guy says it gets spark and turns over, just doesn't get fuel, he said he "can't hear the fuel pump priming".

quick and easy test would be jump 12V straight to the pump. take out the rear seat and an access panel will be under the bottom of the seat. if it primes then, its the fuel pump relay or the ecu trigger to the relay.
