Is this how the blower motor wiring comes factory?

So my blower motor went out in my 99 ls and I went down to check everything out... found these wires electrical taped to hell stuffed up under the dash.. is this really how they come factory? or has this been replaced in the past?... this can't be factory lol

the reason for that is the factory plug was sh*t.
not enough insulation + exposed wiring = mine shorted out eventually
and blew the underhood fuse.
so yeah mine looks like that too but w/o the exposed metal.
shrink wrap our or at least tape those connections.
