What is this? (picture)

1st picture: This is empty one day after an oil change where all fluids should have been topped off, what is it?
2nd picture: This is something I found while replacing my main relay, I bought this car used about 2 months ago and the previous owner didn't mention it.

1st picture - coolant overflow container. This should be filled with coolant

2nd picture - looks to be an aftermarket alarm or other security feature

On the coolant overflow, this is something they should have filled at my oil change?
Btw I'm changing my own oil in the future, just wanted to cover my bases. Done a couple repairs/replacments already.

Usually places check basic things like fluid levels so yeah it should have probably been checked. Just fill it up with 50/50 coolant to the full line.

Don't fill it to the top, you only want to fill the overflow bottle 1/2-3/4 full. There's a fill line on the side. Only fill it to there. Otherwise it will not function properly as the engine comes up to temp and the radiator cap relieves excess pressure.
