The rims have these black spots, almost like mildew, on them that I just can't get off. I'm tryin to slowly get my car lookin better and I just don't know what to do bout the rims.

Here's what I'm talkin about.

looks like corrosion to me, but it should be fixable.
try to pick up a bottle of some meguiars's wheel cleaner, the one that's made for alloy wheels.
meguiar's wheel care
apply it heavily, let it soak in. the stuff is potent and pretty strong so you can literally hear it working somewhat.
get a good brush, nothing too abrasive, and then use some elbow grease. repeat as necessary until they're squeaky clean.

source: my bro has the same wheels on his teg and i used that stuff and it worked wonders, they look 10x better.

no problem, let me know when you do it and how it all works out.

yeah aftermarket/new rims are nice but it's always nice to have your car looking as clean as it can be no matter what wheels you have

Try a mag polish like the mothers mag polish. Rub it in, let it dry and then buff it off. If that doesn't take care of it, then I would get some 2000 grit sandpaper (auto paint places should have it) and wetsand the rims followed by the compound to shine them up.

I've also had a lot of luck claying wheels to remove contaminates such as etched in brake dust...if you have an old kit sitting around break off a small piece and go to town, but remember to toss that piece after you've finished the wheels.

id say strip them down and polish the back up...zoop seal or clear coat and then polish that....or you could strip and paint some other color.

i use the mr cleam magic eraser on mine and it works out good...scour pads are good too but just use the fabric kind not the steel unless you want scratches

usually those are bubbles of peeling paint, rust or burnt on brake dust. Some of that stuff is near impossible to remove. I detail cars and those are a common sight, and usually dont come off completely. All the guys have given you the proper answers to try to get it off.
