how much of a difference does the intercooler make in whp?..i.e. that one is a 400whp. or that one is a 350 whp.. does it rally matter?

those are efficiency ratings and yes they matter.

im pretty sure those are ratings that the intercooler is good until. for example an 400hp intercooler is more efficient at cooling the air and keeping things "safer" at higher power levels than the 350hp one. i could be wrong however

besides cooling the air, IC's also affect/restrict the air flow of the system because of the narrow width of the fins that the air is forced through. Just like a throttle body opening, the size of the IC will restrict how much air flow can enter the manifold. Similar to how an aftermarket exhaust reduces backpressure and increases flow to make more power, a larger IC reduces restrictions in the intake system and increases flow and cooling to make more power.   However, if the IC is too large for teh application, you can lose PSI and air velocity which will hurt your power. So yeah, having the properly matching IC is very important. :)
