Inside wheel covers?

Have you ever seen one of these? I just pulled it off the inside of a wheel on my '87 SE. I was on there pretty snug and I bent it up a bit knocking it off. Only one of the four wheels had one or I'd have left it on, but it appears its only purpose it to cover up the holes in the wheel, perhaps to keep brake dust off the outside. Weird.

That is indeed a wheel dust shield. I've only ever seen those on old American cars with giant chrome wheels.

I never was a fan of these. Blocking airflow to your brake calipers is never a good thing
