According to my dad, he was getting onto the freeway and once he shifted to 5th, the engine just went to redline (6.7k I believe). He stopped the car and turned it off. When he started the car again it revved straight to redline. I saw it first hand later on. We initially thought it was the throttle cable since it was very loose, but when we tightened it, it still had a high rpm idle.
Now I did research, and I found people had surging or high rpm idle problems going to around 3k, but I couldn't find a story of anyones motor idling past 4k or redline. Could it still be the IACV or FITV, or something causing a vacuum leak? The car is a 92 LS Integra, with a B18B1 swap. I'm going to tinker around more and hopefully fix the problem. Thanks everyone. the throttle cable is suppose to be loose (have some slack)... i hope you guys didn't tighten all the way down... because that means you are basically having it opened full throttle...

its possible that your throttle body is stuck open.. Does it rev up really fast to red line? or is it gradual? there is a spring that wraps around the throttle cable housing connected to the throttle body. Try to check that. if it seems fine, there is a screw located beneath the throttle cable tensioner, check to see if its keeping your throttle body open. Its possible that if the cable was really loose after this issue that tightening it may keep it in the open position. Try to take the throttle cable off the Throttle body, take the intake off and press the flap inside closed.

Make sure there arent any open holes between the air filter and head. I took off my evap stuff and had a rubber plug closing the port on the IM. It fell out once and the car did the exact thing your describing.

It sounds like a vacuum issue to me. I once left a vacuum port unplugged on a car I was working on and it immediately revved up towards redline at start up.
